Building a Community-Based Management Model for the Lesan River ProtectionForest (HLSL)

Tropical Forest Conservation Act (TFCA) Kalimantan is a cooperation program between the Government of Republic Indonesia and the US Government in order to transfer debt for forest conservation activities, especially in Kalimantan based on an agreement signed on September 29, 2011, between The Nature Conservancy (TNC) and the World Wide Fund for Nature-Indonesia Foundation (WWF Indonesia) as Swap Partner. The TFCA Kalimantan Program Fund is administered by the KEHATI Foundation.

The Kalimantan TFCA Program aims to protect important biodiversity, improve livelihoods of forest communities, reduce emissions, deforestation and forest degradation, and implement the REDD+ program in Indonesia. The implementation of Kalimantan TFCA Program is in line with and supports the implementation of the Berau Forest Carbon Program (PKHB) which is a partnership program of Berau Regency Government, East Kalimantan Province, Ministry of Environment and Forestry (KemenLHK), various other government agencies, non-governmental organizations and donor agencies, to jointly develop pilot programs to reduce carbon emissions from deforestation and forest degradation and increase carbon stocks through sustainable forest management activities, forest conservation, ecosystem restoration, and forest rehabilitation (REDD+).

As a form of participation in supporting the objectives of the Kalimantan TFCA and Berau Forest Carbon Program, Operasi Wallacea Terpadu Foundation (OWT) has signed a Grant Acceptance Agreement with Keanekaragaman Hayati Foundation (KEHATI) entitled “Building a Community-Based Management Model for the Lesan River Protected Forest (HLSL)”.

Objective of the Project: 

  • Protecting and enhancing the HLSL landscapes productivity as a source of carbon stock and absorption, environmental services, biodiversity and water catchment protection.
  • Building sustainable (non-extractive) and low-emission livelihood sources based on NTFPs, crop cultivation, ecotourism and new renewable energy
  • Replicating smart practices of HLSL management to regional and national levels

Project Location:

The TFCA project is implemented in four core villages: Sidobangen, Lesan Dayak, Merapun, and Muara Lesan as well as four replication villages, namely: Panaan, Merabu, Long Gie and Merasa

Outcome of the Project : 

Outcome 1: Strengthening of natural resource management at the village and district levels

Outcome 2: Stability of the status of Sungai Lesan forest as a protected forest area

Outcome 3: Increased carbon reserves and absorption

Outcome 4: Reduced regional conflicts

Outcome 5: Increased environmental conservation activities initiated by the community, students, teachers, local KSM/NGOs and the private sector

Outcome 6: Increased income of communities around HLSL

Outcome 7: Replication of smart practices of natural resource management outside the project location

Outcome 8: Availability of sustainable funding in HLSL management

Beneficiaries

During almost 5 years of mentoring by OWT, 4,243 beneficiaries have been obtained, consisting of 2,894 men (68%) and 1,349 women (32%).
